What kind of pool cue is this "Vintage" brand cue, and how much might it be worth?

This cue appears to be a 3-piece jump/break cue.
"Vintage" brand cues were a lower-end import cue brand brought in by one of the bigger North American pool cue distributors in the early 2000s I believe. I believe they came from the same factory overseas as did Lucasi and Players brand pool cues.
As for value - they aren't worth a whole lot. Somewhere between $50 and $150 depending on factors like condition, what other cues like it are available at any given time, etc.
The problem is, with a brand name like "Vintage" pool cues, it's going to be next to impossible to find comparable sales for this brand, and your ad will annoy the hell out of every seller looking for actual vintage-aged pool cues. This is because every joe pool cue seller on eBay feels the need to use the word "vintage" in the title to describe every pool cue they sell. It's a problem.
