The diamonds are 3+11/16" back from the nose of the rail (BCA specification) There are 11.0" in span between diamonds on an 8 foot table
The above are measured off my 8-foot Olhausen table (after trying in vein for several hours of internet searching).
There are 3 diamonds on the end rails, centered on the rail. There are 6 diamonds on the side rails centered on the center pocket (note not on the rail). Also note: the missing side rail diamonds are no where close to the center opening of the corner pocket (nor do the end rail and side rail missing diamonds touch).
The diamonds exactly compensate for cue-ball roll (medium speed=2 table lengths) on a 10 foot (billiards) table. This is known as "being square to the diamonds". A 9-foot table is "close" to square {set up correctly}. An 8-foot table still reuires you to compensate for the diamonds (and spin) on 3 rail shots.
