How to Refinish Pool Table Rails?

Hi all, New here. I'm trying to find info to restore the finish of the rails on a friends table. They are Rosewood caps that have a waxed finish. Simply waxing them doesn't really make them shine like they should. Should they be sanded down to fresh wood and rewaxed? If this is not the place to find this info can anyone suggest a place. Thanks-
