How tight should pool table cloth be?

Some places have their pool table cloth loose enough that it lifts when gripped by the hand and fingers. Some folks say this is proper because the ball will draw back a lot when a shot is made.

On the other hand, some other places have their pool table cloth tight enough that it will not lift when gripped by fingers, but the ball does not roll as much when doing a draw back shot.

Which is the proper way to install the cloth? How tight or loose should the cloth be on a billiard table?
