Help with recover project

Help with recover project

So im looking to recover the felt on my pool table. From all the videos i have seen online there are bolts that unscrew from the bottom and the rails should come apart. On mine, the whole top part skirt included comes off. Am i supposed to take the top apart all together to do the rails?
