How to Jump Opponent's Ball Legally

I need to know how to jump an opponent's ball legally.

Is it legal to hit the cue ball very low to jump an opponents ball to get at your own?

    Jumping an opponent's ball with a low hit is illegal.

    To properly and legally jump a cue ball you have it strike it somewhere in the top half with an elevated pool cue. You need to drive the cue ball down into the cloth so that it almost bounces up from the pressure.

    What you described would almost result in "lifting" the cue ball with the pool cue tip, and that is not legal.
