Proper Pool Cue Length
quick question - is there a guide or a rule of thumb where you should choose a pool cue somehow based on your height? If so, what are the general recommendations? I just want to be prepared when I go to buy.

If I remember right the average pool cue is somewhere between 56 and 58 inches. I believe there is a trend toward accommodating taller people, but I do not know who you would contact. Maybe @billiardsforum, who is more knowledgeable I'm sure, can help you out.

Yep, standard length is 56 inches to 59 inches, with British Snooker cues topping the charts at 60 inches. Although, interestingly enough, the WPA equipment specifications (the ones the BCA follows) allow for cues as short at 40 inches, and as long as the player wishes. Yes, it actually specifies no maximum.
Length of Cue: 40 inches [1.016 m] minimum / No Maximum
Here is the thing though - with longer cues, any imperfection in your stroke will be exaggerated.
If you have freakishly long arms, you'll prefer a longer cue, because of the proportion of the cue to your arm's length, but otherwise, height specifically is not at all related to the length of cue you should choose. If anything, it is arm's length. Unless you are ridiculously tall or ridiculously short, you don't need to stray from the "standard" 56 inches to 59 inches. Within that range, its all a matter of preference.
