Pool Cue and Tip Materials

I have been reading the regulations pertaining to pool cues and cue tips and I have the following two questions:

  1. Although most pool cues are constructed of wood, I have seen aluminum pool cues before. Is there any regulation about what materials can be used for the construction of the pool cue?
  2. The regulations discuss 'fibrous' tip materials but do not say that they are limited to that. Is there any regulation about what type of material can be used for a cue tip?
