Searching for information on this Palmer cue. Is it a Palmer cue from Kao Kao?

Yes, it is a Korean Palmer cue. I've looked before and can't find the catalogs for this particular line from that company. If I locate it, I will update you.
If I remember correctly, the design patterns on the cue e.g. the points and butt sleeve designs, are decals or stickers, or printed directly on the cue, vs. real inlays.
As for the value - perhaps between $30 and $60, but as always, your mileage may vary.

Yes! I noticed imperfections on the butt that reveals not inlays. Thanks for info and quick response. It was a gift and I think they thought it was of high value given the name.

Yeah, though the name is the same, they are completely un-related to the Palmer cue company of the 1970s era. When the original Palmer Cue Co. shut down, the name was, ah, appropriated, for lack of a better word.
The original Palmer company in New Jersey closed their doors in 1994.
Palmer Industries in Taiwan started to use the name - they've used several logo's including a triangle and a blue quarter moon and he current PALMER decal. They are Kao Kao cues similar to Lucasi. Not bad for the money either, from what I understand.
And from another anecdote:
Well, the confusion comes from in the 1970's a man named Peter Chuang started a billiard operation in Taiwan. He saw the Palmer name on some cues that Adam had, liked it and "borrowed" it to create Palmer Industries. He probably never thought he would be selling his wares in the USA.
