It looks like a 3rd catalog Palmer Model 10 cue.

Four prong maple butt with blue veneers, stainless steel joint with black fibre and stainless steel collars, a butt section in blue acrylic with black stainless steel accents, personalization and tu-tone [sic] or solid wrapping make this cue truly desirable
I can't give you a value for your Palmer model 10 cue because:
- I can't see the whole cue and thus can not assess it's condition,
- You have not mentioned anything about it's condition, and
- You have not mentioned how many straight matching shafts you have for it.
I think @Type79 (Jay Fishbein, an avid Palmer cue collector) recently mentioned that someone looking for a Palmer model 10 cue from the 3rd catalog (with two full matching shafts) should look to spend between $650 and $850 USD.
A Palmer model 10 cue (with one full matching shaft) sold at auction on July 9, 2021 for around $290 USD (plus a 25% buyer's premium).
Others who own Palmer model 10 cues have said they wouldn't part with theirs for less than $1000.
I would consider Jay's estimates to be an accurate representation of the market, as he's a very active collector.
