Is this a Lucasi Pool Cue?

Greetings all, can someone try to identify this cue for me. It belonged to my late father-in-law. He always said that it was a Lucasi but there are no markings on it.

Any help, or points in the right direction to help me identify the brand and model number of this pool cue would be appreciated.

   The dots and what looks like "pearlite" says to me to email Viking cue and see if it is theirs. Saying that though the joint doesn't look like it is up to their standards so maybe not.

   That's just my $0.01 (not worth two :-) )
