I've had no luck whatsoever in finding old catalogs for this era of Palmer cue.

Any idea of years? 70s? 80s?

The blue circle Palmer logo cues are from late 1990s - 1998-1999 etc.
Value - $50-$100 but definitely less based on the damage to the butt sleeve in your photo.

Found some more info.
The original Palmer company in New Jersey closed their doors in 1994.
Palmer Industries in Taiwan started to use the name - they've used several logo's including a triangle and a blue quarter moon and he current PALMER decal. They are Kao Kao cues similar to Lucasi. Not bad for the money either, from what I understand.
The only negative is the name confusion.
Yours would be a Kao-Kao version from overseas. Value of YOUR specific cue would be under $50 since you could order a new Palmer or other similar cue from the Kao Kao factory for that price or less.

Another Palmer, different logo, but by the feel, I assume it's a cheaper one also..

You assumed correctly. Not worth much of anything.
