   Anything from the mid-nineties through the present I am guessing. It does not look like any in the 1992 catalog that I have. They have been made for a long time and these lower end plain ones are very common.

   It might be possible to narrow down the date more, but I don't know.

   I know it's a cheap cue stick but I like it but I need to find a shaft for it.

   Here's the cue shown in the catalog from the manufacturer, KAOKAO Industrial Co., LTD. of Taiwan.

   Ignore the model numbers. Those are manufacturer model numbers and not "marketing" model numbers.
