I am not 100% sure which version of poker pool you are playing.
- poker pool using a standard 15-ball + 1 cue set - The poker pool rules for using a standard set of pool balls call for falling back on the WPA general billiard rules.
- poker pool using an Aramith 16-ball poker pool ball set + 1 cue ball - The rules from the specialized Aramith set call for falling back on 14.1 continuous pool rules.
Unfortunately, neither set of poker pool rules, in and of themselves, specifically calls out where to place the cue ball after scratching, and I have yet to see a set of poker pool rules that does.
However, both the General Rules of pool, and the 14.1 Continuous pool rules state, in general terms;
The incoming player has cue ball in hand behind the head string
This is what I would go with, in general, and of course, be sure to clarify any uncertainty before playing.
