1-15 Billiards - Foul for Not Hitting Your Called Ball
We're playing 1-15 billiards, and calling our shots.
Here's the scenario:
- The table is open.
- Player A calls the #7 ball (a solid ball), however misses and hits the #10 ball (a striped ball).
Player B contends that he should have ball-in-hand since player A has fouled by not hitting his called object ball.
What is the verdict?

There is one flaw in the assumptions made by player B—that not hitting your called ball results in a foul. That is incorrect.
In standard "call shot", the only thing you are calling is a ball and the intended pocket. From the World Pool-Billiard Association general rules (emphasis ours):
1.6 Standard Call Shot
In games in which the shooter is required to call shots, the intended ball and pocket must be indicated for each shot if they are not obvious. Details of the shot, such as cushions struck or other balls contacted or pocketed are irrelevant. [...]
Which ball the cue ball strikes first is a "detail of the shot" and is thus, irrelevant.
Basically, player A has not fouled, but rather, he has simply failed to put his called ball into the intended pocket. This ends his inning (with the table still open, in your case) and player B takes the table playing the balls from where they sit.
