Billiards Safety
Can someone please clarify for me exactly what billiards safety is? Is it a rule, is it a technique, is it a certain shot type?
I've read a few things, but can't seem to figure it out. If it is not painfully obvious by this question, I'm fairly new to the game in a serious capacity. I've always just played casually, a few times a year, up untill not long ago. I'm now getting out at least once a week and work on my game a little more.

Leaving the cue ball so that your opponent doesn't have a shot.

Great, thanks for helping me. So is that basically it, or does it include, say, strategically blocking a pocket with your own object balls? Or what about purposely causing your object balls to pretty much block off an opponent's object ball, or the 8 ball for example?

Sure how about just leaving your opponent with no shot, though it's usually better to leave them hooked or you might end up hooked yourself.
