Cut Throat Rules Each Player Has One Ball Left
What are the cutthroat billiards rules for when each player has one ball left and the shooting player pockets the opponent's ball first, then his ball drops after?
So, in cut throat pool, who wins if the shooter makes the opponents last ball but the shooters ball also goes in but after the opponents ball leaving no balls on the table?

The shooting player wins the game.
I believe the following cutthroat rules apply:
INNINGS

A player may shoot at any ball that they choose, but before shooting they must call the ball and the pocket. They need not call any detail such as kisses, caroms, combinations, or cushions, all of which are legal. A legally pocketed ball entitles the shooter to continue.
If a player sinks his last ball he can still win the game if he runs the table out in the same inning.

ILLEGALLY POCKETED BALLS
Opponent's group balls are spotted; no penalty. Shooter's group balls remain pocketed, no penalty.
