Question About Cuetec Chinook Pool Cue with SST Shaft

I am interested in the Cuetec Chinook pool cue which has an SST shaft (a pool cue shaft with fiberglass bonded to Maple).

Can you help me to know if this sort of shaft is good for putting English effects on the cue ball? (e.g. top english, bottom english, left english, right english, and massé shots, etc.)
