Blocking the Hole in Bumper Pool
Is purposely blocking the hole allowed in bumper pool?
I was playing bumper pool with my little brother and he was hitting his ball directly in front of his own pocket to where it was nearly impossible for me to knock it away and have a chance of getting a point without pocketing his ball.
Is this permitted?
What if we are both on our last shots with his ball blocking my pocket, and he just barely taps it because he doesn’t want it to move so as to prevent me from scoring?
I have not been able to find anything on the web to say that this is (or is not) allowed, and it just seems like a completely unfair strategy because I’m penalized for "accidentally" making his ball but he is purposely making it impossible for me to win otherwise.

Sadly, it is permitted.
There are a few sets of written bumper pool rules which actually specifically list that as a "strategy".
If you hate the way those games go as much as I do, you can always suggest introducing a house rule such as follows:
For a shot to be legal, the ball must either:
- contact another ball,
- contact a bumper,
- contact a cushion, or
- drop into a hole
