When cue ball spins on rail during play
Can anyone tell me what the ruling on this play is? After the ball was made, the cue ball jumped up on the rail, spun three or four times and returned to the table. Is this a foul?

As long as the (cue)-ball stops on the bed of the table it is not a foul (BCA).
However if the ball leaves the confines of the table boundary, strikes something and is deflected back onto the table, it IS a foul. The light above the table is within the confines of the table.

Funny you ask this. I recently saw Monica Webb giving an ESPN tip of the day on popping the ball up on the rail intentionally to get around a ball and down table for position play. I was quite surprised a shot like this would get tip of the day honors, it's extremely risky, difficult and rarely needed. However I did see it once in a tournament, and it worked to perfection, really got the crowd going too.

Both, it is a foul if the ball leaves the table, touches something and then returns. It is not a foul if the ball is hit up on the rail and comes back down to the playing surface on it's own power, no deflection.

The question is if cue ball spins on rail...
NO! If the cue ball returns to the playing surface under it's own power, without hitting any other object causing it to return e.g. such as hitting chalk or a marker, etc.
