Shooting from the Kitchen, Can I Hit a Ball that is on the Head String?

When shooting from the kitchen, is it legal to hit an object ball that is sitting on the head string?

Put another way, when shooting from the kitchen, does the object ball have to be completely across the line?

Is it legal to advance an object ball that is centered directly on the line?

Yes, you can legally shoot from the kitchen at a ball which is sitting right on the head string.

The World Pool-Billiard Association has a rule which applies to this scenario. The "Bad Play from Behind the Head String" rule says that the cue ball must contact a ball in front of, or on the head string:

6.11 Bad Play from Behind the Head String

When the cue ball is in hand behind the head string, and the first ball the cue ball contacts is also behind the head string, the shot is a foul unless the cue ball crosses the head string before that contact. If such a shot is intentional, it is unsportsmanlike conduct.

The cue ball must either cross the head string or contact a ball in front of or on the head string or the shot is a foul, and the cue ball is in hand for the following player according to the rules of the specific game. If such shot is intentional, it is also unsportsmanlike conduct.
