   Yes, a double kiss shot is a legal shot in 8 ball pool.

   It makes no difference whether or not the object ball is the 8 ball.

   Assuming the ball and the pocket were called, and no other foul was committed, then the shooter continues his or her inning.

   As @billiardsforum said above, "Assuming the ball ....", it doesn't matter how the object balls gets to be pocketed.

   In a slop game, such as in the APA league, no non-8-ball calling (prediction) is necessary.
