Hitting Opponent's Ball First on Purpose
This Thursday I was playing 8-ball pool and I was doing OK.
This lady that is one of the best players got upset because I was being careful and taking my time to make my shot.
It came down to her not having a shot at her last ball because my ball was behind hers and she couldn’t play the ball. So she hit my ball into hers, and sunk hers. She proceeded to give me the cue and said "now you play".
I think there should be a penalty when a person does that on purpose and hit the opponent's ball to sunk theirs on purpose. There should be a rule in place that makes her re-spot her ball back on the table as a penalty because that type of shot isn't fair. She was just upset and did it on purpose.
THEY SHOULD ADD THAT AS PENALTY AND HAVE TO PLACE BACK THE BALL. That lady was cheating for lack of a better word. They get away with that while I play with honor respecting the other players.
I wish they would add this to the rules (only when the person does it on purpose).

Unless I misunderstood your question, what your opponent did was NOT a legal shot. It doesn't matter what the shooter's intent was.
According to the World Pool and Billiard association rules the shooting player must contact one of her own balls first.
3.9 Standard Fouls
If the shooter commits a foul, play passes to his opponent. The cue ball is in hand, and the incoming player may place it anywhere on the playing surface. (See 1.5 Cue Ball in Hand.)
The following are standard fouls at eight ball:
- 6.1 Cue Ball Scratch or off the Table
- 6.2 Wrong Ball First The first ball contacted by the cue ball on each shot must belong to the shooter’s group, except when the table is open.
